You don't air-burst your bomb above a building you want to damage unless it's a fucking big bomb. This gives maximum exposure with minimum risk of damage.
Still, there's three possibilities here:
1. Ukraine sticking two fingers up in a deniable way.
2. Dissident Russians.
3. False flag.
If I were a betting person I'd go with 1.

Not that I'm in any way suggesting that the current Russian Government isn't actively and enthusiastically repressive when it comes to outspoken members of the population exercising anti-war/anti-Putin rhetoric - but the suggestion that anyone remotely critical of the current regime is whisked away in the night and tossed into a Gulag for the rest of their natural lives sounds a little too much like bad '80s movie to me.
The Navalny documentary paints a pretty accurate picture of Putin's Russia in my opinion. Certainly not the kind of place where protest and dissent is encouraged by any means, and about as far-detached from the bastion of liberalist societal and political freedoms that is Ukraine - but hardly North Korea, either.

Dissident Russians could be working for/with/on behalf of Ukraine, or they could be duped by the FSB, or they could be duped by the FSB to work on behalf of Ukraine. Or Ukraine could be duped into action by the FSB in order to expose dissident Russians.

These situations are often convoluted and complicated. The whole thing could just be a random blunder.
It could have been one Russian teenager with a toy drone and a bag of petrol. It could have been a proof of concept/demonstration flight for the benefit of the Russians, Ukranians, or any number of other interested parties (arms companies, nation states, Russian states, elements within the Russian government/organised crime networks). It could even have been a harmless drone flight (perhaps connected to the people seen climbing up the side of the dome) shot down by a deeply flawed Molotov-based anti-drone system.
