My elderly comedy writing and producing cousin died recently, funeral yesterday - and this is one of the many many things he had a hand in.

Then get this. It's just staggering in it's scope and quality. The story and characters, even down to the sidequest characters, are top drawer.
It looks stunning, many moments that made me just stop and stare and go "Wow, hun come look at this" (referring to what's on screen you smutty minded twunt)
The voice acting is great with the exception of some Dick Van Dyke level of cringe as some actors can't decide if they're Scottish/Welsh/Indian/Undetermined. That's about the only criticism I have
The mood is splendidly dark and epic throughout. I found it genuinely emotional at points but I get more softy as I get older (minds.. out of gutter) I think it is better than the Elder Scrolls by pretty much every metric but it is comparing modern tech with old so still much love for Skyrim and Morrowind especially

most of the reviews were positive, but say the story trailed off in the second act, and there's extensive and obvious use of ai gen content in both dialogue "I've noticed a lot of weird inconsistencies in the character dialogue that AI-generated texts tend to have. Bits of info floating in and out of the text, the characters assuming the player has already been exposed to certain revelations when they obviously haven't. Names getting switched around etc. It's jarring and I'm barely a few hours into Act 2", music and graphics (extra fingers, background art etc),
It seems like they built a good, atmospheric game and then padded it out with ai. Still, if you enjoyed you enjoyed it.

All the things you mention are a standard problem in big RPG with huge amounts of related quests. I think the story is awesome and there's just so much side content that you can get sunk into, but the quality of sidequests is better than almost any other game you can mention.
I think that quote is based on suspicion and no real in game experience, cos I felt none of that. The quests and the scripts are really really very good.
Example, immediately after posted I saw there was this huge sword embedded in a mountain and I thought "Hmm I wonder if you can walk along it", and yeah I could and after teetering along the edge I got to a little secret area with a monstrous nest. There are dozens of really "wow" moments like that.

Going by this one, the columns look dubious as fuck, but the cavea is really, really fucking impressive. The fact it fooled so many visitors is reason enough to assume it looked sufficiently legit in person.
Even more impressive is the fact that he appears to have built the whole thing alone, or certainly with a team small enough that officials were completely unaware of the construction effort.
I suppose Italy is going to be massively precious about its Roman heritage, but sentencing him to a two-year prison sentence, plus a compensation order, plus an order to demolish the structure and restore the hill to its original condition seems incredibly harsh given the fact he'll potentially be in his 70s when he's released.
Hardly seems as egregious an act as that cunt who carved his initials into the colosseum and ended up walking away with a €965 fine...

I liked it and tried to find the best version, which I think is this one.
There's a truly ancient original Douglas Furber version but it's less violent and tries to spoonfeed the conceit... There are 3 or 4 more Denny Willis versions knocking about, all worth a look.
