Yes
This is called "scooting" in the trade. Not sure what trade that is, but it's on good authority.
If a dog does this regularly, the anal glands are probably blocked. It's a very unpleasant condition and you should see a vet.
Doing so is better than Vanish for your carpet. FACT.
