what do you use to draw pics? most of the bigger name packages have bundled animating programs, and that would be best for you 'cause it'd be easier to learn.
If you're going from scratch, perhaps flash... or if you're poor, try www.gimp.org

Then you may want to give the bundled "ImageReady" a try. Easy to understand, works seamlessly with Photoshop and animates easily "across layers".
Personally, I prefer Macromedia's "Fireworks" -- but that's just me...

and was instantly pissed off by the fact the programs in the bundle instantly and without warning take over every filetype they can - bastards!
After that I was too annoyed to try and learn how to use it... Especially as it actually takes longer than Photoshop to load, which is scary!
I do want/need to learn Flash though, so I may re-install that alone.

popped up on my machine (OS X w/ Studio MX)
Fireworks is indeed a nifty little helper, but I'm sure there's

from paintshop as you go. then reassemble them in animationstudio. It's not great, but if it crashes you don't lose everything.
