It basically means that points made in the tweet have been flagged as incorrect or misleading, and users have written notes containing evidence and extra context to correct them. The community votes for the notes that are the most helpful (and truthful). The best voted appear under the tweet.
It is more complicated that this though, and it uses tricks to make it harder for groups of people to take the piss. It's probably the part of Twitter that works best at the moment.

In fact, 2 of the little feckers as we had a "band" and needed some extra keyboards and only owned a battered old ARP Axxe monosynth and rented a Juno 60. one of the vl's was specifically used as a drum machine (after it was fed through a tape echo and an old reverb unit) it was surprisingly good (unlike us) and the other used for a few leads. Thought we were the dogs dangly bits and played a few gigs before one night the guy who played the Juno (and was the sound guy) took a hissy fit and fucked off taking the sound desk with him. Last I heard he was engineering on the road in the states freelancing for loads of big rock bands. That'll teach him to leave us........
