easy peasy.
take a car, get a side on view, it's better. Get a plain background or cut it out and paste it onto a simple background. make a copy of it and make a second copy of it so you have 3 layers.
cut out roughly round a wheel on each of the copied layers

Then go back to the original layer. Hit Control T then resize horizontal. ( grab the right hand of the transform box and squish it left ) then move your full sizewheels back over the image in the right place. a bit of eraser and cloning to make it look original and it's done. Takes about 5 to 10 minutes.
