safe mode, and sort everything out there
(press f8 when it says loading windows during the booting precedure)

choose new task (run)
choose explorer
go to control panel
go to users and blah

Directors Commentry
This was kind of a spin off of my earlier one with Paul Mc Cartney walking round the moon (spaz for it). I grouped the hare and the turtle (tortoise, whatever!) and the bg is a seperate file. A fairly easy process. Just moving the racers along a bit, copying and pasting as a new frame. The frames featuring the racers last 0.10 of a second and the plain one lasts 2 seconds. In the screen shot I am about to role playback and sort out timings. Written quite alot here. Oh well. You asked for it.
