Wealth distribution is highly unequal; saying the parents can feed their own kids is not helping anyone; not the parents, not the children, not the wider society.
Children need social structure, an education and access to decent food or we are just going to get a generation (or yet another generation?) of obese undereducated, bored, resentful assholes who will propagate the situation.

I stumbled on this one one my way to Notting Hill Carnival as a teen, really liked it, had no idea it was him until I saw it in a book later, but I think the key is that it works in context - his ones with rats messing with junction boxes, ones that take advantage of cracks in a wall, etc.
