It depends on how you dance though.
salsa dancing can get pretty filthy but I don't judge women who do that. Women dance pretty provocatively on Saturday nights in clubs without a pole in sight and no one complains about that. I'm fully aware of the stigma that surrounds pole dancing but I'm just saying that that's not all it has to be.
I don't do it in front of men, I don't do it for men and I don't wear a thong whilst doing it. Plus if you'd seen me dancing you might change your mind about how sexy it is.

I think the point the copper was trying to make is that
if you're wearing a gusset-brushing skirt with a top tugged down to nipple level, you're more likely to become a target for a prowler than if you're dressed more conservatively.
Which is a valid point, but too easily misinterpreted as "if you dress sluttily, you deserve what you get".

I used to dress like a slut a lot. Of course, I didn't do it because I thought it was sophisticated, but because I wanted to attract a guy and have sex. The problem is that although I wanted to attract 1 guy in particular, this dresses would usually attract a lot of other not so nice guys.
Now, our way to deal with it was to never be on our own, and if one of us was off to have sex with a guy we didn't know much, we'd fix a time and a place and the rest would pick the lucky one to make sure she was ok. And we'd never let a friend go with a guy if she was drunk.
So, women should dress as they want, but knowing that they're taking a risk and act in consequence, and men should learn to control themselves. In any case, many wome have been raped when wearing non-slutty clothes, so there you are. If a man is crazy enough to have violent sex with an unwilling woman, he won't be stopped for what she's wearing.

If a women dresses provocatively, gets so drunk that she is out of control and leads men on all night for a laugh, she is more likely to get into trouble. I would say this is a fact.
However when this argument is made, people scream that it's no excuse for a man to rape a woman; this is also true, however that is not what was being presented in the first point, the womans actions are not an excuse but they may be a contributiung factor.

it's the situation. Rapes are usually opportunistic and the woman is more likely to be vulnerable when walking home by herself, drunk, at 3am. Those are the factors that make her more likely to be raped, that she's wearing an easy-access dress and no pants is just icing on the rapecake.

It's perfectly right to say that even if you dress in a provactive way you do not deserve to be raped. I think we can all agree with that. However, dressing in a certain way will attract attention - some of it unwanted - and this can and will inevitably on occasion lead to trouble.
There is no justification for rape - at all. However, trying to claim the moral high ground by saying 'we should be able to dress as we want' isn't going to stop women being raped.
Your average rapist isn't at home, thumbing through The Guardian saying "Hmm, they do have a point. I'll no longer select my victims according to how they're dressed."
