The payback comment referred to statements made by the Department of Justice's Civil Rights Decision over their policy not to prosecute black defendants with white victims and repeated by a whistleblower. In a different administration (see Valerie Plame) that whistleblower would be a cause celebre. I don't care about one's politics, just be consistent.
But it appears that article mismashed a number of comments together for political ends.

Good, but the city is bland, and its glitchy and crashy beyond belief (well - at least it was in co-op).
Its fun, and theres plenty to do though. Great fun streaking naked through a park, then throwing up on someone. The shit-spraying missions were a good laugh too.
