your small pic is still about 100K over what's really accepted as "postable"... you need to resize some more, or maybe drop some more colours.
That window jiggle's not doing you any favours either, but it looks good after the first run - like the window's settling back in place.

But I'd seen other say about 300 was ABSOLUTE max, so thought I'd go for 280!
I'll take another look at it.

and it goes through reducing the number of colours until it finds the best one.
Often though it is just far better to reduce the overall image size.

see where there's a number, probably 256? Click there, and pick a lower number.
