I think a good contest needs to be specific enough to focus your mind on its subject, but broad enough to be able to approach it from several different angles.
For example, ones about movies usually do well because there are so many movies to apply the more specific rules of the competition to.

that had 19 unusable stock shot pictures and the idea was that you could only use these pics but you could shop them in any way.
Limited in source material but endless in possibilities. I thought it would be a good way to compare the inner workings of b3tans' minds.

I am not saying that a joke about skin colour (where it relies on the skin colour) cannot be funny, but a competition based on making black people useful would not go down well.
I am all for jokes about the failing of others, but not for considering the traits of others to be a joke.
It is not a particularly fine line either.
