But it has been positively DISproven as a load of confused bunk. The myth arose as a result of experiments into ecstasy users where spinal fluid was deliberately drained from the subjects for examination.
Somewhere in translation to the masses, this became "Ecstasy drains your spinal fluid."
It would be amusing if so much information about illegal drugs weren't so similarly distorted by panicky hearsay.

Use deionised water (i.e. what they use to top up car batteries) and a perfectly smooth surface. Only stays like that for about 5-10 seconds though so mess is unavoidable.

I would say it's a (very well done) 3D animation - the only thing that gave it away to me was the caustic light effects.
The surface of the water appears to be rippling, yet the caustics (the refracted light dapples on the table) don't seem to change.
Either way - my analysis may be wrong - but he sure as shit didn't do it for real. Apart from anything else - the only thing that could create that effect would be the surface tension of the water, and the fact that it appears to be rippling tells me that it can't be.
I'm willing to bow to superior scientific knowledge however...

if it's faked, home done cg, its equally brilliant
logic tells me its fake, and the more I stare the worse the join between it staying upright and "bursting" is. Plus as above the caustics have a slightly odd darkening around their edges.

When it worked, he spins the glass counterclockwise, when it doesn't he spins it clockwise: Perhaps you'd have to turn the glass in a different direction south of the equator?
Perhaps it works if you're going up in a lift due to the slight increase in gravity?
