Depends what you want to do

Adobe ImageReady is great for anim gifs.
Macromedia Flash is good for stuff with sounds and more complex thingies.

if it can't load an image it displays a little red cross, a bit like this:

the piece of html you are linking to is on the internet, but the image it references is only on you harddisk - so you can see it, but no one else can. you need to put the image file on your website as well...
