I need them to come out at that size when I feed the images into the engraver - it'll be 12 plaques laid out in a 1' square sheet of pre-polished brass, allowing 2mm for the width of the outlining tool.

Well the question you will need to ask is, what DPI does the engraving machine require?
I would probably assume you wouldn't want much more than 75 - 100 dpi for that, since it's hardly high resolution stuff..

a 3x4 image at 400 Dpi is 1200x1600 pixels
The Dpi is only relevent for printing it off at a higher quality.

Chances are you'll need to do a few test prints, measuring the results with a ruler to be sure.
