Is the surface animating?
Make a null object (one of those invisible green plus shaped object) and use a position / rotation constraint to 'fix' it to the surface of your object. Then align the object you want to this null, then link it to it so it moves with it.
You can also use vertex point constraints, but ill have to have a tinker to remember how to do it. I once affixed a fluffy bunny tail to a bunny girl character i made, so that it moves with the surface, but that was wayyy back in 2004.
Its pretty complicated, and ive not done it for several years...
If you give me more info, i can probably help you - especially if its a modeling thing. If its an animation / rigging thing, ill do my best, but i cant promise anything...

No it's a still image.
I have a very irregular landsurface that I need to place buildings on. But I need to maintain the layout of the structures, while making sure they respect the contours.
