Make an image in photoshop, complete with layers of the things you want to move (e.g. arms/legs).
To get something that, say, moves it's arms you'll need layers for left arm down, left arm up, etc. The number of steps between the extreme positions, and consequently the number of layers depends on how jerky you want the image to look.
Then, when you've prepared your image with its many layers, jump to image ready, duplicate the original frame in the animation panel and then turn on and off the layer visibility in each frame as appropriate.
