background image, duplicate it and then merge the two layers together so they're joined side by side. Then try and hide the join with the clone tool and smudge tool. Then you apply a motion blur to the whole thing and move the layer to three different positions, ie. move it left, then left a bit more, then more still. Once you play it back it will loop forever
Edit: I'm a bit crap at explaining but I'm sure there will be a tutorial about somewhere

get a job as a creative director. Next, spend alllllll Friday morning hungover and lazy and pretending to work. Then, um, dunno. I thought I'd remember but I kinda forgot. I think it took me AAAGES to remove a chip caravan, some signs and a hangar, and make it all into a kinda generic background that I shifted thrice then looped.
I also spent an hour making him jiggle. And got paid for it. Heh.
(Your wheels and stuff are good though. And there's nothing ever wrong with an animal, a form of transport, and a blurry background. Woo!)

I spoke to them yesterday morning and they said they might come at any point in the next 24 hours. I really didn't think they meant it literally.
They (being the waterboard) actually came at 23:30 last night, but said they couldn't actually fix anything because it'd be too noisy. So they came today, and now the toilet flushes properly again :) I'm very happy :)
