You can use Import Video to Frames if you have Photoshop Extended
but if it's a gif you have to navigate to the containing folder and start typing the name of the gif only then will it pop up and be selectable - allowing you to import the full gif fully playable.

they have an interesting career arc
that's from their first album, back in the days when they were basically punk. over the next few albums they flirted with rem-like folk rock, then with u2-like stadium rock, then more rem, and then told the lead singer to fuck off and record his damned fucking folk albums under his own name so that they could get back to playing rock. he did (and they're superb too, if you like folk), they did.
they're still a great band, but the early stuff has a ramshackle charm about it.
